Educational improvement often begins with action. A new strategic plan. A new initiative. A new framework. A new implementation process.

The assumption is understandable. If practice changes, outcomes will improve. Sometimes they do. Sometimes they don't.

Schools frequently discover that improving what people do does not necessarily change what people believe. Without shared understanding, implementation becomes compliance. Without confidence, implementation becomes hesitant. Without collective belief, implementation depends upon continual leadership pressure.
